why the end users are getting this page cannot be reached when they click on JIRA Software logo.

user are getting "Page cannot be reached" error when they hit JIRA SOFTWARE logo on the top right corner to go back to home page of JIRA.

This site can’t be reached

localhost refused to connect.

 

ERR_CONNECTION_REFUSED

any help will be much appreciated.

This is probably your Jira's base url is wrong. You need to change it to the url you are using:

"localhost" means "this computer", it's not a server address.  If you use localhost in a browser on your laptop for example, it means the browser will try to reach a service running on your laptop.

The base url in Jira is the location of Jira on your network, not localhost - localhost will only work if you were running the browser on the server!
