Why won't import CSV and link issues work for one project, but does for another?

I am doing a simple CSV upload and properly linking issues. It works for one project because it shows links in the mapping. However, when I try to do it for another project it will not. Any ideas?

 

Using the same CSV on one project (FAIL):

Issue linking is enabled, project settings mostly match. The only difference in the FAIL scenario is that the issue type defaults to a custom issue type I made.

Hello Kevin,

I guess that you are using non-administrator CSV Import tool (Bulk Create). The reason why it can work for one project and not in the other is Create Issue Screen - Bulk Create is only allowing to map fields that are available on Create Issue Screen connected to the destination project. It works that way due to security reasons.
