Need a time/calendar/scheduling system to integrate with JIRA

With the following abilities:

Automated scheduling (rules based or AI) -
Ensure that schedules are balanced from a variety of compliance and other factors - 
Ability to on the fly update and reshuffle schedules -
Ability to issue (on a mobile device or via export function) a schedule and any updates -  
Ability to request time off and negotiate swaps -
(Optional) Check in/Dispatch -

Trying to integrate JIRA to many areas of concern for our company.

I'm not sure that Jira is the best mechanism to do this, but you could potentially create a new issuetype in Jira and then use that new issuetype to populate a Team Calendar in KB and integrate that calendar with Outlook.
