We would like to move some configuration between Jira instances. The "from" instance is cloud based and the "to" instances are on-premise and cloud. Is this possible to achieve?

Do you mean that you want to move configuration without data? Configuration without data could be moved from Jira server to Jira server using such plugins as Project Configurator or Configuration manager. If you want to move from Jira cloud to Jira server, you need to move configuration with data and then remove unnecessary information
Same about moving data from Jira cloud to Jira's cloud

So if I read the documentation, to move some fields and some screens from one line Jira instance on the cloud to another Live instance, the process involves merging the two instances onsite, removing the bits on the "from" instance and then overwrite then "to" instance with the merged instances.
This seems a lot work work, with risk and downtime to move fields/screens across instances.
Am I correct in my assumption?
If you need to move only certain configurations, take a look at exporting and importing workflows. You can find information here:
It can not move all the settings but can move some of them. If it is enough for you, then you can use it. But if you want to move the complete configuration, I think you have the right assumption and it is indeed lots of work to do.
