Hi,
We would like to copy versions from one project to another project
1. In target project if any versions already available, after coping new versions from other project, existing version should not affect.
2. If any version already available in both source and target projects, with or without target end and target start dates, target start and end date should be added to the target project version.

While this sounds tricky with out-of-the-box features, here are two suggestions if using a 3rd party app is an option for you:

This is not possible ootb.
Version are project bound in Jira.
With advanced roadmap (plans) you can create cross project releases.
Otherwise the marketplace is an option to find apsp that might be able to achieve this for you
