Is there a way to assign an issue to a user on creation of the issue?

I am trying to assign issues to a specific user in a specific situation on creation of the issue. As an example, if a user selects category XYZ, then assign the issue to "John Doe". If user selects category ABC, then assign the issue to "Jane Smith". 

Is there a way to do this?

Natively, you can use "JIRA Components" for this on which each Component can have a "Component Lead" and be configured to be the default assignee.

Alternatively, you can put a post-function to update the assignee based on a condition. There are a couple of add-ons that can do that. Try searching the Atlassian Marketplace.
