Is it possible to schedule creation of an issue?

Is it possible to schedule issue creation to happen automatically, on a monthly or quarterly basis? For example, I would like to be able to automatically have the system generate a new issue on the first day of every month or first day of every third month.

Since JIRA is easily set up to create issues from an incoming email, wouldn't it be easier, in the scheme of things, to set up some sort of task to send out an email on a regular basis? Surely, there are software solutions for that.

You will have to do some development for this. Create a scheduled task that does the issue creation!

You can even do this from outside of JIRA by using th remote APIs.
