(Is it possible / how) to format text in an issue title?

Problem

I have titled bugs.mojang.com/browse/MCL-23717 as undermentioned:

Launcher freezes when switching networks whilst downloading {{.jar}}.

The "{{.jar}}" does not render, despite official formatting documentation listing it as available.

Estimations

Either:

1. Titles are not formattable, or:
2. I'm experiencing the "monospace" format's inability to render.
   
   This appears improbable, because that the formatting markup remains visible.

I've not diagnosed this much to prevent e-mail spam for the poor triage owner subscribed.

Solutions

If (one of) my estimation(s) is/are correct, would it be acceptable for me to file an FR for:

1. Formatted titles
2. Inline code formatting rendering

...or would they be dismissed as duplicates to existing issues solved as "Won't fix" that I've been unable to locate?

The summary formatting is not supported at the moment.

I found this suggestion {{Summary Field}} does not support markup Text Effects  but is now closed and won't be implemented.
