You will need to go to the backup you took before you deleted it, restore that to a temporary server installation, dig up the issue details you want to restore and work out the best way to re-enter a new issue based on them. (Or you could restore the whole backup, but that will destroy all the work you've done since you took it).
Restoring an issue in Jira is a non-trivial task. It is why every admin disallows "delete issue" permission to everyone by default.
I am going to assume you don't have a backup - your only option in this case is to reconstruct a new issue from any information you have about the deleted one - emails, reports etc.

By default, Jira does not track deleted issues and deleted issues are lost forever. To prevent it happening again, for Jira cloud you can try Restore Deleted Issues app developed by our team.
After you installed this app,
