I need like
1. While creating new ticket , i need Approve option , not create option at bottom of Popup.
2. While editing ticket , i need Approve option instead of Update

What would you expect to happen if you click the Approve option?
When creating a new issue, you need to click the Create button in order for the issue to actually be created.
When editing an issue, you need to click the Update button for your changes to be saved.
Do you want to just change the text on those buttons to Approve, but have the same actions occur? Or are you wanting some additional actions to occur?
