How to automatically create issue with scheduling and get notifications

Is there a way to have automatically raised issues/tasks?

The situation is this: we have several issues that we do every day, or every week, or every month, or every year...we would like to have that issues automatically created and get notifications, reminding us about that issues that should be solved.

Also would like to know has someone tried to solve the problem using bat?

You need to explain what "bat" is.  To my mind, there's a couple of them living in my roof void, but they are not that interested in Jira.

Whatever you mean there though, Gregor's answer is a good one.  Use scheduling software such as cron or at to run a script regularly.
