We are trying requesting to add 2 new custom fields to our Service Request type in our existing PIRAT project. In the past, I opened a ticket to have these added for us. Previously, I was able to attach a spreadsheet. Is this still available?

This is a community of Jira users. We are using our own copies of Jira products.
To get a custom field in you copy of Jira you are going to have to contact the administrators of Jira within your company. If you don't know who those people are, check with your manager and/or the IT organization in your company.
We don't have access to your copy of Jira so we can't do anything to help you get those fields created.
