File attachment button inactive while using Create issue button in the header (top navigation bar)

Question

When I try to open a Create issue dialog using the Create button at the top navigation bar, attachment button seems to be inactive.

My user permissions in this project are sufficient though. I can successfully create issue and add attachments when I browse project as in the screenshot below.

Question: does this qualify as a bug or this is known quirck of Jira?

Add the Attachment field to the Create screen used by the project. That should take care of it for you.
