Is there a way to display more fields (including custom) on the create issue screen for specific users and not for others? We have users that will submit tickets that will provide minimal information on the issue however, we do not want them to have access to change priority, component, assignee, etc., so we only want them to see Summary and Description. Now, we also have our JIRA users that actually work on the issues in detail and drive the issue through the workflow from start to finish, these individuals we'd like to have the ability to open issues but also have the ability to access all the fields available.

Jira doesn't do "field level security" off-the-shelf. There are some ways to protect edits, but the users will see all data.
The general solution to this is a low security "use Behaviours or hacky javascript to stop it", the secure "move the edits into the workflow so you can place conditions on them", or to try out Quisapps field level security add-on.
