We have a client that is looking to have custom notifications created that will be sent out to each user with the following parameters:
The above scenario will need to be created for this particular project and not on a global level. I have reached out to Atlassian Support and was informed of a global change that can be made, but it is not supported by the vendor.
We also have the Email This Issue app installed in our instance, but do not believe this feature set is available there.
Any help on this matter will be much appreciated.

I am part of the Email This Issue (META-INF) support team and would be happy to explore the options for creating a setup for these requirements.
Creating a notification on the project level is possible with the use of Contexts, which essentially narrows configuration settings to a project/issue type or JQL condition. In the Context, you specify the notification template/scheme (collection of event notifications you would like to use).
Each notification event can have its own Email template, in which you will need to add the $!issue.description.renderedValue placeholder to render the issue description wherever you want within the template.
For the link, we can render issue links, links to the customer portal, and custom links (even defanged ones) can be built using placeholders, but please share an example of what you are looking for here, and I can provide more direct guidance.
