We have a use Case with needing to do resource tracking across multiple teams and thir allocation on JIRA issues on a monthly basis. Is there a plugin to do that from where we can create dashboards and views around utilization/ availability etc.. ?

Team Board may help you. It provides easy resource planning, time tracking and task scheduling. I'm using it to manage my dev team.
