How can I move tasks vertically and prioritize in the time line view

Hi,

I am working in two different Jira Workplace Cloud instances. On one, we can sort the Timeline, dragging issues up/down manually. On the other we cannot.  I think this feature is turned on for paid subscriptions, correct?
