Hi @Nurmukhamet if you don't want to test for timespent as per the other post suggested by @Charlie Misonne (that will work by the way) your only other option is a scripted validator and this is only providing that you have a scripting language plugin like scriptrunner.
Have you tried doing this in the transition's post function?

In order to manage the workflow of a Company Managed Project you need to be a Jira administrator. The workflows are under settings -> issues -> workflows.
