We have a project includes both internal and external developers.

We require the external developers can only access this project. We need to able to assign issue to these external users.

We updated the permission scheme as attached. But found the external developers cannot be assigned issue.

Pls help!

Welcome to the community!

I see that you have already put the external users in a group.  This is a great start!

You have given your group the "browse projects" permission which allows them to view issues in projects.

Next I would suggest giving them the "assignable user" permission.  This will allow you to assign issues to them:
