I am trying to add in an automation rule or another way to display the attachment that a user uploads on the portal, so that the person who is approving the ticket can see them without clicking through to the main Jira page.

I am not aware of any way to do that. You might could have an add-on like Automation for Jira or ScriptRunner send an email with the attachment, but not sure if that would even work.
