We need project level custom fields (e.g. status) and project level workflow. For example, project is pending financial approval or pending execution. Is there any way to implement this type of workflow and fields?
No, not directly.
Two partial options I've used in the past:
1. For the fields at least, there's the "pro fields" add-on which lets you have project fields
2. Use a Jira project itself as a project-register - that completely solves the problem, except that there's no real link between "Jira Project" and "The issue in the project register with all the project information on it" (I've sorted that with a bit of coding in the past)

Many years have passed since this question was asked but it looks to me as though the answer is still the same.
Is that correct? Still no project level statuses that can be used for workflow?
