Posting time against a project

As a project resource, is there a way to log time against a project when its not associated with a specific ticket? Ie...meeting attendance, planning, etc...

Work logs belong to issues, so no, you can't do this.

I suspect your best bet is a catchall admin ticket as you suggest. Actually, one place I know has an entire "admin" project, with one admin ticket per project, so the issue doesn't pollute the project it is in.

As far as I know it's not possible. At least not without any plugin. But I'm wondering why you would like to do this?

All of our projects are capitalized. Time is logged against the project and reconciled weekly against an original capital budget. Project resources in design, development, QA etc can log time against a Jira ticket. But project managers for instance who need to log time against activites that are not ticketed like meetings, research, documentation etc have no way of doing so. The goal would be to log time against the project itself instead of a ticket. The other way to go would be to create an "Admin" catch all ticket per project but its not ideal.
