Is it possible to overrule an existing workflow as admin (e.g. set an issue from "new" to "closed" without setting the 5 states in between, with different workflow permissions)?

If yes: how can that be done?

No.

The only way to move from one status to another is via transitions. You must do it via transitions.

However, there is nothing to stop you *Adding* a transition that goes from "new" to "closed" and putting in a condition of "must have system admin rights to perform this transition"
