Is there any way to delete a component, replace it with a new option, and w/o updating the ticket

We are redesigning a crucial project with the components, for example, we now have 3 components that need to become 1, see the example below:

Current -> New
A -> D
B -> D
C -> D

First, I rename A to D, there's no issue, but when I replace B&C with D by deleting them, the "Updated" timestamp of related ticket changes, which impacts the accuracy of reports.

Is there any way that we can delete a component, replace it with a new option, and w/o updating the tickets?

No, that is effectively an issue update, so Jira is recording it as such.
