Is Jira SaaS or what?

Hello everyone.

We use Jira in our company and I'm writing some paper about SaaS. Can we say %100 percent that is Jira application is SaaS or what?

Yes and no.

Atlassian Cloud (which can include a Jira system) is Software as a service. But you can also get Jira for Server or Data Center, to run yourself, not as a 3rd party service.
