I installed Jira Software today via docker, but the button for installing a plugin, either via file or marketplace is not existing.
Is this issue known? What further information do you need?

Are you logging in as a Jira system administrator (not just a Jira administrator)?
I am logging in as the administrator created in the setup.
I can change settings of the server too
