This is a nasty JIRA bug, that for some reason is a low priority. To get around it you need to create new workflow as an admin, change it and then assign it.

To be specific, check out this answer from ChristianCzaia:
In your case you're running into a known issue. You can't add outgoing transitions to final statuses on active workflow.
If you want to work your way around this:
- Create new workflow as a copy (that way it will be inactive)
- Add in all the transitions you need
- Associate the workflow with your scheme and the issue types again to activate it
- Run through the wizard
- Done
Another thing you can't do on active workflows (drafts) is to delete statuses

This is just ridiculous. I have very simple workflow: To Do, In Progress, Done.
Now I do not have any transitions between statuses. And the problem is I cannot add ABSOLUTELY any transition. Anything I do I see : You cannot perform this operation on a draft workflow. (headbang).
I see that the problem exists since 2015 or even earlier. This is just unacceptable.
