How to validate a new jira card has an "arises from" link?

Hello, how can I set up Jira to flag/stop a user who is adding a new jira card (usually a task card) without setting an "Arises from" link in it?

Add a Validation to the Create transition in the workflow which requires the “arrises from”.

And add that field to the screen at create
