How to generate a notification to the reporter when Won't Fix is selected for Resolution

One of the options for the Resolution field of a transition to Resolved is Won't Fix. This needs to be reviewed and approved by the Reporter.

Is there a way to configure an email to be sent to the Reporter when a developer transitions a ticket to Resolved with a Resolution field equal to "Won't Fix."
