How is the average user to only select "scrum software development" in the project template

I am using jira software server. I want to set permissions for regular users who can only create one project type that I specify.

eg: they can only create "scrum software development" and cannot create other types in the Create project.

Can this be done?

No, if you can create a project, you can create one of any type.
