How can I use Jira Software to request for a modification in Oracle software?

I need help to create a new depreciation rule in Oracle with respect to Fed Bonus Book extracted from Oracle. In which we need to change bonus depreciation rate to 80% from existing 100% for fixed assets acquired in 2023 and after.
