Filters showing 403 Error post upgrade

After an upgrade from 7.12.1 to 8.5.4, filters are not opening up, they show a 403 error. 

If you search the filter ID by JQL, they resolve and you can see the filter result but not if you click filter directly from the filters page.

Does anyone know what is happening here?
