What is hyper threading ? Is it at the machine level ?

JIRA runs on JAVA 

Yes machine level ? since jira uses java it should be multi threaded is it ?

Yes it is multi-threaded .

You can take a thread dump to see the threads and their state .

There is also a maxThreads parameter defined at Tomcat (application server) level
