If I "Move" a JIRA ticket from a task to a story, what will happen to the sub-tasks of that task? Will they become sub-tasks of the Story?

Yes, they will just remain as sub-tasks of the story.

1. Click the three horizontal dots in the top right
2. Select Convert to Issue
3. In the dropdown menu, select Story

This did not work for me. I cannot covert a task to a story. Perhaps it's a setting controlled by our administrator. The Action menu did not have it either. I can only convert a task to a subtask.

use the move option from the menu in your screenshot. Then follow the steps in the wizard that appears.

With the task open, in the top left is the view of its parent and a link to the task itself.
Click the icon next to the task link, and then choose a new type.

Horrible UI design - no one would figure out (other than the developer of this so called feature) that this is how it's done.
