Removing dbconfig.xml on a Jira system destroys the database connection information and forces Jira to assume you are installing a new one.

You should be able to stop Jira, restore the database from the old into the new and restart it.  However, you should also have preserved the rest of the home directory (everything barring dbconfig.xml) as you should restore that as well as the database.  You may not need that, if you just kept it in place, but you will need to re-index.
