I know how to create custom field which will appears in details block, but could we create the field block just like description and attachment? and maybe we could move the custom field in details to our custom field block.

Unfortunately, it's not feasible to change view screen layout or add more sections on view screen. You can create tabs on view screens which display under Details section.

Yes, you can create tabs on view screen. Kindly go to project settings >> Screens >> If view screen is already different from Create/Edit screen then open view screens and add tabs, otherwise create a separate view screen, map it with screen scheme and create tabs. Please note :- Only JIRA Admin is having Create screen permission.
