Audit log question

I was asked, "looking at the audit log if there is a workflow change, and you click to expand and it says: "IP:0:0:0:0:0:0:0:1Date:2019-08-07 2:52 PM (GMT0) America/New_York"  do you know what this means?"

Does anyone know what IP:0:0:0:0:0:0:0:1 represents

For (GMT0) America/New_York, I'm confused about how the timezone can be set for greenwich time but America/New_York be displayed. Any ideas?

0:0:0:0:0:0:0:1 represents loopback ( i.e. localhost) in IPv6 terminology.
