unfortunately not with Jira default functionalities. You will have to add some third-party app to meet your workflow demands. Have a look at the marketplace, there a plenty of apps around like Jira Workflow Toolbox (a product we are developing and it's offering a condition/validator called Condition and validation on linked issues, your use case is documented as well Block or hide a transition for an issue depending on its issue links), Scriptrunner, JMWE etc. Try them! :)
