Can I make internal notes within JIRA private to specific users?

In JSM, I am assuming you are asking internal comments?  If Yes, then currently it is not possible to restrict internal comments to named users.

Currently, when a internal comment is entered, it is open to all members who have access to the project via the project UI (i.e. all agents etc..)

There is a long open enhancement request still open - https://jira.atlassian.com/browse/JSDCLOUD-3392  In this ask, the enhancement is asked, so one can restrict access of issue internal comment by project role.

On the other end, Jira Software project already have the ability for one to lock down access of issue's individual comments by project role (i.e. only members of Administrators role can see the comment), but default is open to all project users.

Hi @Ben Weisman ,

internal notes, within a Service Management project, can be viewed by all agents (users that works on that project) so you can't restrict to specific user using builtin features (https://support.atlassian.com/jira-service-management-cloud/docs/talk-to-the-customer-or-team-members-from-the-issue-view/).
