User-Defined Field Used with Multiple Projects

I have a user-defined field that I use with multiple projects and it is currently set to "Required".

For a new project, I want to use this field but it not be required.

I started down the path of creating a custom field configuration then got turned around and confused by:

• Issue Type Scheme
• Screen Schemes
• Screens
• Custom Fields
• Field Configurations
• Field Configuration Schemes

I know Jira has a steep learning curve but I feel dumber by the minute.

Where to start?
