Notifications for tickets via email requests are not in default project language

Under Project Settings > Language Support I've set the default project language to 'Dutch'.  The expectation is that customers that email the service desk (without having used the portal before nor have an account) get automated replies for the service desk in the default language. 

What actually happens is that replies are send in English
