Impossible to edit goals and share roadmap event though I'm User access admin

Hi community, I'm user access admin on Jira and have the User (creator) and User access admin rules in JPD but I cannot even share roadmap or edit goals. What is the exact rule I need to have in order to be able to make this kind of action ?

At the top of the roadmap view, do you see a "Publish" button?  or any of the icons on the right of the image below?

yes, I can see it but when I try to share I got the message bellow:

Within the JPD project, you need to set yourself to the "Administrator" role. Navigate to "Project settings" -> "Access". Click "Add people" button.
