We have to have a security team member as an admin on all Jira projects. Is it possible to exclude that person from the Assignee field? Not a major issue, but would help avoid accidental assignments.

If your permission scheme is configured to exclude the "administration" role from the list of assignable users, you can separate who is administrator from who can get issues assigned to. This works only on company-managed projects though, as these are ones providing permission schemes.
