Can anyone with a Jira license view a discovery project without the additional JPD license?

Yes, but it also depends on the JPD projects access setting.

  • Open or Limited
    • Anyone can view
  • Private
    • You'll need to set the group or user into the "Contributor" role within the project

Additionally, you don't even need a Jira license. There is a "contributors" group for JPD that you can add anyone with an Atlassian account to. Putting a user in this group will also allow them to have visibility into the JPD projects (still dependent on the project access setting).
