Sara is no longer with the company so a new account needs to be created for myself, who is the billing manager, so I can do DDD Jira tickets. How do I create a new account for myself so i can then cancel the one for Sara?

Welcome to the Atlassian Community
First, you have to log in at https://my.atlassian.com/ using Sara's ID.
Then go to licenses from Top Menu
Select the product and change the Technical Details and Billing Details:
