I want to do integration of JIRA core with Incoming email . so that licenced users are raise ticket through email as well . But not able to find any solution .

There are, indeed, possibilities to create issues/tickets from e-mail.
For Jira Software in Cloud the appropriate documentation would be:
Basically the steps require accessing a mail box (IMAP). If this is done right mail can be processed so users can create and comment issues through mail.
