How to modify a Release Note Template in JIRA Cloud?

I have JIRA Cloud.

I want to modify Release Notes Template to include Description of the issues

I have seen this is possible by coding hen you have your own JIRA Server.

Is it possible to do it (and how) in JIRA Cloud?

I wish this were possible but it is not supported on Cloud.

This (and pretty much any kind of customization) is absolutely possible with the Better PDF Exporter app, try that.
