How can I programmatically deactivate users?

I am trying to write a Python script to read in users, possibly from a JQL statement or me just typing in the email in script, and deactivating those users. I know somehow someone has written a Python script to accomplish this, it would save me multiple hours per day. I don't want to use add-ons or anything, I would prefer it to be in Python, but am not opposed to another language if it can get the job done. Thank you all in advance!

It's very frustrating that we still don't have a way to do this with the API
