While trying to create a application link between two systems without System Administration permission, it's asking for the followings:

* Public Key:

There is a slight nagging doubt as to why you're not simply running the JSD on the Jira install so you wouldn't need an application link, but ignoring that doubt as it doesn't answer the question:
You really need an admin to set this up - a Jira application link to another Jira won't give you any of the benefits of having both Jiras know the other one is a Jira - the link will only be usable by code (apps) that expect you to do it this way.
