What permission is tied to being able to edit: Team Target Completion Sprints

Hi @Ann Bouvier !
The ability to change the Team Target Completion Sprint is actually tied to a persons membership to the Program Team. Whoever is looking to edit this field on the Program Board needs to be part of the Program Team and have a role (e.g. Team of Team). See the screenshot below for an example.
